Introduction
GEMS is member of a network of European neutron facilities – the "Integrated Infrastructure Initiative for Neutron Scattering and Muon Spectroscopy" (NMI3) .
The NMI3 project is supported by the European Commission through the 7th Framework Programme and falls within the action 'Research Infrastructures' of the 'Capacities' Programme.
NMI3 is a consortium of 18 partner organisations from 12 countries, including 8 facilities:
The EU funds provide free access to the GEMS facilities at the FRM II and provide support for travel and subsistence expenses for usually one young scientist per experiment. Upon consultation with GEMS, the stay at the FRM II can be extended for preparation and data reduction.
To be eligible to benefit from the Access to GEMS under the NMI3 action, a user group must satisfy the following conditions:
- both the user group leader and the majority of the user group members must be affiliated to an institute located in a Member State (except Germany) or in an Associated State. (Note: the affiliation of the researchers is decisive - and not their nationality)
- the user group is entitled to publicise all results of the EU NMI3 supported experiments.
The proposals eligible for EU funding will be refereed - as all other proposals.The reviewers assess the scientific merits of all proposals and decide if the requested beam time is adequate. Certain priority is given to
- young scientists
- new neutron users and
- projects from countries where no such neutron facility exist
As a condition of accepting EU support for a proposal, the user must agree to the following conditions.
· Acknowledgements
The support by the NMI3 project must be acknowledged in any articles or conference proceedings published as a result of this work. The following paragraph should be included in the acknowledgments section:
'This research project has been supported by the European Commission under the 7th Framework Programme through the 'Research Infrastructures' action of the 'Capacities' Programme, NMI3-II Grant number 283883'
· Completion of the experimental report form for EU use (GEMS data base)
The NMI3 guidelines of the European Commission foresee that EU supported users should provide a short experimental report, where the objectives and also the achievements/difficulties of the performed experiment are summarized.
· User group questionnaire (EU data base)
After the experiment, funded users are required to complete a questionnaire directly on the EU data base.

The data are collected by the NMI3 project manager on behalf of the European Commission, and therefore may be accessed by the NMI3 project coordinators and the European Commission for official use only, and will remain confidential.
The personal data will be kept safe and secure and will not be shared with other organisations without the knowledge of the users, unless this is required by law.
If an e-mail address is requested by the EC, this is solely for the purpose of conducting a mid-term review if necessary, and it will not be divulged to any third party, or used for marketing purposes.
Users affiliated to laboratories in one of the following countries can apply for EU funding of their GEMS proposals. More information on who can participate in FP7 can be found here .
Note: Users affiliated to German laboratories are not eligible!
